They have put together a presentation which illustrates the strides the City has taken in order to continue to create a prosperous investment in the community.
Starting two years ago and continuing today, the City has made it a priority to plant the footprint for such an investment through:
- Community redevelopment projects
- Strong economic development opportunities
- Preservation of the City’s safe neighborhoods
- Dedication towards an environmentally-minded community
- Development of park lands and waterways
- Restoration of waterways
- Protection and improvement of the City’s water resources
- Upgrades and improvements to the City’s transportation corridors
With many exciting and important projects underway and/or just over the horizon, it truly has and continues to be an exciting time to be a part of Casselberry.

Barbara Lipscomb:
- Barbara Lipscomb began her tenure as City Manager of Casselberry on January 29, 2007.
- She previously served as Assistant City Manager and Interim City Manager in Gainesville, FL between February 2004 and January 2007.
- Prior to that time, she was with the City of Lakeland, Florida for eighteen years, serving as Assistant to the City Manager, Deputy City Manager and Assistant City Manager.
- Ms. Lipscomb has a Bachelor of Arts Degree from the University of Georgia in Athens, Georgia and a Masters Degree in Regional Planning from the University of North Carolina, Chapel Hill.
- She is a credentialed manager via the International City/County Managers’ Association (ICMA) and is the immediate past President of the Florida City & County Management Association (FCCMA).
Ed Torres:
- Mr. Torres is currently the Director of Public Works for the City of Casselberry. He is responsible for 8 divisions addressing a variety of public services ranging from transportation and drainage to water and sewer utilities. Previously, Mr. Torres was involved in project management and implementation for Seminole County, consulting firms, and other professional agencies.
- Mr. Torres has over 18 years of experience in civil engineering in both the private and public sectors. Mr. Torres’ experience includes the planning, design, and permitting of a variety of stormwater, roadway, and utility projects. He also has experience in project management of major water resources projects including regional flood attenuation, pollution abatement, and wastewater treatment facilities.
- He has attained a Bachelor’s and a Master’s Degree in Engineering from Florida Institute of Technology. He was past Vice President of the Florida Stormwater Association and past Board Member of UCF’s Stormwater Management Academy. He is also affiliated with the American Society of Civil Engineers, the Florida Engineering Society, and the Florida Lake Management Society.
